British Broadcasting Corporation Gaza Film Ruled a 'Serious' Breach of Broadcasting Regulations, States Ofcom

The British broadcaster engaged in a "significant breach" of industry standards by omitting to mention that the voice of a programme about Gaza was the child of a Hamas administrator, according to regulatory body Ofcom.

An investigation by the broadcasting watchdog into Gaza: How to Survive a Warzone has determined that the film was "materially misleading".

The BBC's director general had previously apologised, saying there had been "a major oversight in relation to truthfulness".

The regulator has directed the corporation to transmit a peak-time announcement about its findings.

"Since this amounts to a significant violation of our code, we are instructing the corporation to transmit a statement of our conclusions against it on BBC Two at nine o'clock in the evening, with a schedule to be confirmed," the regulator stated.

'Risk to Erode Trust'

The regulator's announcement said: "Our probe found that the documentary's failure to disclose that the presenter's parent held a position in the Hamas-administered administration was substantially inaccurate.

"Consequently that the viewers did not have essential details which may have been highly relevant to their assessment of the voice and the content he presented.

"Trust is at the heart of the relationship between a media organization and its viewers, particularly for a public service broadcaster such as the BBC.

"This error had the potential to damage the significantly high degrees of credibility that the public would have placed in a factual film from the broadcaster about the Israel-Gaza war."

The film was withdrawn from the online platform in the month of February after the boy's personal associations emerged, and in the month of July an broadcaster's internal assessment found it infringed the organization's editorial guidelines on accuracy.

A representative for the broadcaster stated: "The regulator's decision is in line with the findings of the internal assessment, that there was a significant failing in the programme in relation to the broadcaster's journalistic policies on truthfulness, which aligns with Rule 2.2 of the regulator's media standards.

"We have apologised for this and we comply with Ofcom's decision in complete. We will follow the penalty as soon as the timing and wording are confirmed."
